Do y'all realize that to sell a vehicle as CPO often requires the dealer to put on new OEM sized tires? Doesn't explain the tonneau cover, but that may be a requirement of GM's CPO program as well.
Not trying to defend car dealers as they are all trash, but this might be something they are required to do by GM.
Just be up front and honest, it's not that hard.

I don’t see a bed cover in the dealer pics. Just the rail cap the covers the top edge, which comes from the factory? New tires off brand vs old ties that may have had a nail in Side wall. Would rather have 4 matching new tires then one miss match new tire and three worn tires. Think your over reacting a bit here.

That’s fine. I spent 20 minutes discussing the cover with the salesperson when I did the test drive. I also did the test drive with the Goodyear tires on. If you think all new tires are the same then you do you.

It’s an AT4 truck. Those are supposed to come with off road tires, not Chevy Cruze tires. If they were going to replace a “defective tire” then they need to put the same size tires and be off road tires

Yep, tire warranties do not cover factory installed tires.
Dealer likely thought OP would not notice the difference.
They hate that the average buyer has a grasp on everything now thanks to the market. Can't just sell you some crap unit sitting on the lot anymore.

If the paperwork was already done, doesn't that make you the legal owner of the truck? If that's the case, then wouldn't what they did be considered theft?

Looks to be a certified truck. In order to certify a vehicle it has to pass an inspection. If I had to bet the tires that were on it when traded didn't pass. They took pictures with the old tires after detail but before recon. They should have put AT tires on an AT4. Stupid cheap arse move. And they should have retake pictures for the website.
