My work takes me down there quite a bit. When there I'm usually staying on Jackson Square. Unless you live on the Square, I'll guarantee I've been awakened by the street-washers at 4am-5am far more often than you have.

Why specifically am I naive? Because I described the public safety risk posed by a wall of tables and tents vs a handful of sporadic tents in a park and gave an example of how the wall of tables and tents actually caused harm and terror vs the tents in JS?
