Who started the stoner surfer stereotype character in movies?

If it wasn’t Penn as Jeff Spicoli I’m guessing he at least got it into the mainstream but was this voice and mannerism done somewhere before that?

To answer the thread I wouldn’t be surprised if it could be traced back to the 1960s. Possibly later 50’s when surfing in CA worked its way into Hollywood culture.
