If it is not a primary offense, how will they prove you were using your phone?
Will they be able to confiscate your phone at a traffic stop and look through timestamps?

How about we ticket or impound every other car with no license plate driving around BR first. If they can’t enforce that, no way they will enforce this.

I hate people who are on their phones at red lights.
I used to give them the courtesy tap honk when it turned green. Now, if I can see they are on the phone, and are sitting after it turns green, I lay on my horn.
What's interesting is that more often than not they all flip me off like I am the a-hole in the situation and not them for being so self-centered that they hold everyone else up and cause some people deeper in the line to miss the green light.
I am OK with keeping people off their cell phones no matter what while driving. People are too distracted by them.
What I am not OK with is this has the potential for abuse by LEO.

It never fails that I'm behind these jackasses and they barely make the light and I have to sit through another cycle. I'd bet cell phones are the #1 cause of accidents these days.

As is the case with all traffic citations, burden of proof will fall on you. Cop will claim he witnessed you on your phone, and that will be good enough to warrant a fine. You now need to prove you were not on your phone

The bill specifically says law enforcement officers cannot use this law to seize or search your phone at a traffic stop. It says the officer must have a “clear and unobstructed view” of you using a phone while driving.
I think it’s unlikely to make a huge difference but it’s past time to “officially” ban handheld phone usage while driving, IMO.
