This is only changes if the residents change. Businesses go where there is demand for their service or product. As long as New Orleans East residents choose to be trashy then only trashy businesses will locate there.

Or money. Those places are expensive and require a solid middle to middle upper class clientele. Locals on welfare or making working class wages won’t support such businesses even if crime were under control

Capitalism absolutely exists in the hood. Ever talk to a drug dealer? Those guys are business smart as frick. Many could be successful entrepreneurs in a legal business but choose a life of crime
These areas are a result of choices and culture of the locals. Businesses who exist there simply fill a need. The reality is a high end grocer won’t have sales volume in the hood just like a Mercedes dealership wouldn’t sell many cars but a used car lot offering clunkers on financing with high interest and no credit required will make bank there

You could probably get cheese for $1 per pound and the merchant would still show a profit. Rice would be free there too if one was willing to take at least 5 pounds of it away from the premises.

Better idea…replace Food Stamps with a WIC type program that allows certain WIC approved items like ground beef, cheese, milk, etc.
Another idea would be to ban sugary foods and sodas from Food Stamps like the prohibition of hot food.

I recently transferred to the east, I can confirm that their neighborhoods are just as disgusting and fit in with the east very well.
That community is into drugs and criminal activity just as much, maybe even more, they’re just smarter about it.
