All restaurants sell bread.
Doesn’t take much retooling to say that the guy slinging buns at your Mickey D’s franchise is the “bakery” part of the operation to meet the qualification.

If it was just selling bread, every business would just keep a loaf or two onsite available for purchase to bypass the new law.

What does “bake” mean?
I’d argue that heating up the Triple Baconator buns at Wendy’s or running the bread through the toaster oven at Subway qualifies.

Most fast food places have biscuits they make on site. What a dumb rule. Places like Chipotle won't be able to compete or they will just start baking some crap bread they don't need.

Wouldn’t be shocked.
FFS, at least one “fine dining” restaurant out there got caught buying Popeyes chicken for use in their entrees rather than making their own chicken.
And I don’t mean “had a contract with Popeyes for supply.” I mean “they bought a box of chicken to use.”
