Except the House controls the purse. Mike Johnson should tell the Dems that the house will write a clean bill that:
1) Gives some money to Ukraine but it must come out of current spending authorizations outside of the Pentagon and DHS.
2) Requires the cancellation and reversal of every Biden executive order concerning the US Border in 2021 or 2022.

I’m not disagreeing with you. I’m asking who do you think would stand behind Johnson at that podium and offer arguments against the bill that could or would justify it to the American people.
From the rough math, it looks like Johnson has a small but important group against the bill and that’s why he can’t accede to the larger caucus.
But who is that small group moves the needle?
Even Hawley and Cruz and Cotton in the Senate who are usually fine with tacking right don’t seem to be too vocal in their opposition. Maybe Rand Paul?

If money were to go to Ukraine, it would be via a single appropriation with strings attached to monitor where the money is going, how it is spent, with measures to dictate its success or failure, and without adding any increase in spending at all. It will also require border security executive order removals and a call to work on a bipartisan border single appropriation bill. That would be where I would start and would not budge from that position if I were Johnson.

I think a clear obvious visible display of Party unity says a lot.

It's called leverage. Those who utilize it well can attain wondrous things. Johnson has all the leverage. He already wants to cut spending so shutting down the government isn't a problem for him. He already wants border security and he knows the quickest way to do that is the remove executive orders and allow the border patrol to do their jobs and deport illegal immigrants. He already wants single appropriation. It's a win-win for Johnson here and I doubt he will blink if/when the government shuts down.

Depends on what he can get, but I highly doubt a guy like Johnson is going to shite the bed here. Dude is wired different and we are about to see a battle of the old guard vs. the new. If Johnson's house is in order, and I believe it is based on the crickets coming from the intelligence community, I think Johnson wins the day here.
