Several issues at play
Several parishes have older school buildings that are harder to heat up and retain heat
Safety issue at school with ice patches and kids being generally dumb around it
Safety issues for student who have to stand and wait for a bus
Issue that some students come from poor parents and can't properly get warm enough clothes
Safety issue that Louisiana school buses are not equipped for cold weather. They don't have heaters, no seatbelts, sit high off the ground so any ice on the road from previous ice melting becomes and issue.
Safety issue of adults driving for some of those reasons
Schools have days built in for hurricane and weather in Louisiana. What they will do is change an early dismissal, teacher in-service, or "fun" day for students into a classroom day. It is better to err on the side of caution than to have something happen. Even if it inconveniences some individuals.

Busses pick up Rural students near me as early as 5:15 (perhaps earlier, but that’s the earliest that I know of).
It’s going to be a tad chilly at that time, so that seems to be a major factor in determining start times.

What’s crazy is LSU didn’t cancel school that day despite snow on the ground. I had a final exam that morning after waking up early to see the snow

Schools used to wait till the morning of (anyone remember waking up early to watch the local news and hope your school scrolls across the bottom?) But adults complained it wasn't enough of a warning to find adequate care for their kids.
Now we announce the day before and sometimes it is bad (like this morning/last week) sometimes it changes and it becomes a nice day

My kids were in school then.
Some chic plowed into the back of their truck (ice).
It didn’t hurt the truck.
Her car had damage, but she was able to drive away with a messed up grill and a sizable dent in her hood.

Heat yes, although the bus itself is poorly insulated so it may not be the most effective, but the blower is behind about the fourth seat in the drivers side, always try to get that one
AC, most do not, however ascension just said they were going to retrofit all buses with AC

Nah it’s not but it’s still so infrequent that I doubt it will change any policy.
From what I can tell - including Minnesota - school boards make the decision based on the road conditions at the beginning and end of the day. The decision is usually all or mother for the entire district - if all their busses cannot drive safely, they’ll cancel for the entire district.

If they do, they probably don’t have enough arse to keep up imho.
Busses are large spaces. Throw in opening and closing the door, and it’s a lot to ask.
Nonetheless, throw in some hot breath, and it will be a shitload warmer than outside.
