Chiming back in to answer this question. The Iranian funds from their own oil sales that were being held in the South Korean bank due to US sanctions were transferred to a Qatari bank and that money is still sitting there with none of it having been spent.
There are approved items (generally humanitarian related) that these funds can be used for according to the agreement and Qatar will be paying the suppliers directly. So in short, Iran doesn’t get their hands on the funds directly aside from being able to access them for food/water/etc.
It’s also quite clear due to the sophistication and scope of this attack that it has been being planned for a long time, likely long before the hostage agreement between the US and Iran was reached. It seems very unlikely that there any connection between the two issues and anyone drawing a direct line is almost certainly doing so for political reasons.
