It's some sort of photo from Betsy Schneider.
Not only is the child in a tote, but it looks like it may have water inside. I guess it's a cheap swimming pool to the child?
I was initially thinking maybe it was her grandchild or something, but it's not. Weird choice of art to display.

Yeah, Poor people do stuff like this with their kids in the summer.
Still a really weird photo to have and hang on your wall.
Only way I would have that photo is if it was my kid playing in the yard and it wouldn't be on my wall.
