East Baton Rouge Parish President Mayor Sharon Weston Broome and her staff have repeatedly told the public and officials that details of the proposed stormwater utility fee cannot be discussed because of a non-disclosure agreement, or NDA.

Plus, it appears the rush to the get the proposed fee before the EBR Metro-Council is to avoid possible looming fees that could be assessed by the Environmental Protection Agency (EPA) under a consent decree. Now though, it appears the EPA is saying none of that is true, per Congressman Garret Graves.

quote:

Now though, Congressman Graves said after a call to the EPA, he has learned that “No non-disclosure agreement is in place or required by the EPA or the Department of Justice regarding the storm water fee in Baton Rouge.”

Congressman Graves said the EPA further told him “No deadline in place required by EPA that would force the new tax to be imposed by the parish by the end of the month.”

The proposed fee has caught a lot of heat from the public with few details released from officials under the pretense of an NDA. Plus, the proposed fee is expected to go before the EBR Metro-Council on Oct. 26th for a vote, which in itself has upset many voters. If the public will be required to pay a fee, they should be able to vote on it themselves, not council-members only.

Not surprising, but wow. The mayor's office blatantly lied to force a vote via the metro council.

I see most of this is being pushed by a private out of town consultant, HNTB corporation. Look at all the EBR stormwater planning docs on the city parish website…all HNTB on implementation planning. Several docs were even signed/stamped by the woman (her initials MK) who seems to be the brainchild behind what I would call a farce at best (and massively corrupt at worst) agenda.

WAFB said they confirmed that they had to sign a NDA.

WAFB has confirmed that everyone in the administration involved in the negotiations with the DOJ and the EPA, has had to sign a non-disclosure agreement.

Gentleman at the first town meeting at Goodwood Library did his homework,
His review if the 2010 budget indicated the parish had budgeted 15 million dollars for drainage maintenance. Currently they budget around 10 million dollars, but they claim they need 48 million dollars.

If just show you the level incompetence in this administration.
For six years they have done nothing to comply with federal law. They cut the drainage budget to create a problem so they could go to the council and ask for a huge tax. They hide behind a faux NDA and try and ramrod a half arse proposal through.

All of this while they sit on millions of dollars in flood relief money that they won’t spend on flood control.

Bigger government, more jobs for their friends and more donations to their cause is the end game.

At the meeting, Hill and Parish Attorney Andy Dotson declined to provide more information on the need to quickly approve the proposal, pointing to a non-disclosure agreement signed by city-parish officials who are taking part in negotiations with federal regulators.

Advocate 9/26/22
