It would depend on the policies and the memorandum of understanding between the BRPD union and management of each department.
From what I’ve read there are two types of investigations at BRPD. The first is an Administrative investigation. This investigation involves violation of that Departments rules and regulations. The second is a Criminal investigation. Both types of investigation can occur at the same time. In most agencies, Administrative investigations are handled in house by a Superior officer. Sometimes an external agency will be requested to assign someone to do the investigation.
The final outcome is reviewed by Chief Administrator or their designee for action. Criminal investigations at BRPD that are large enough will have their own special investigators, (i.e. the Barrow investigation- the cop selling confidential drug bust information in Zion City). This can get tricky as Administrative investigations have authority that Criminal investigators don't have so they shouldn't mix. Most of the time an outside Department conducts the investigation, however internal affairs is the puppet show ran by Paul and his henchmen, which obviously causes huge problems. Ultimate authority for designating the investigating agency lies with the Parish Prosecutor that has jurisdiction or the State Attorney General.

She did mention that Allie was shot thru the windshield. Maybe I misread, but I thought the shoots where thru the drivers side and/or passenger side windows. Not from the front like Annie is stating in her video. This would make more sense tho due to the bullets hitting Allie in the arms and chest.
I read somewhere that she was shot through the windshield too but the pictures from the scene show no damage to her windshield that I can see. There is obvious damage to the lower right side of her driver's window though. I think she was shot by someone standing up close to her car (the shooter was aiming downward, not at her head). This makes sense when you think about her being shot in the arms and chest, not her head.

That is true. The shots were picked up by one of those "shot spotter" things installed nearby. That's how the cops knew to respond to the area. The audio we have all heard is from the shot spotter.

The crime in Baton Rouge will effect athletic recruiting at LSU soon. Imagine if the recruits receive mail from other universities warning them.

We can all chip in and help. The mayor’s office is trying to sweep this under the rug and hopes that people will eventually forget about this. I have reached out several times and I am getting smug responses from the administration basically saying they have already addressed this matter. She made a very weak statement after public pressure to hold a press conference.
FLOOD her inbox and phone lines…everyone take five minutes…
Call her office at 225-389-3100
Email her at mayor@brla.gov
If you have already called or emailed…Do it again. Done it twice?…call again. Do it EVERYDAY.
This is something we can all do immediately to reapply public pressure and hold her accountable for the S-TOWN she has turned this city into.
While we are at it…ask her why the police dept is underreporting homicides by nearly 40%? Are they “cooking the books” so we don’t get labeled the murder capital of the nation? Is this a cover up, corruption, incompetence or all of the above?

Unfortunately there aren't any. There was no physical evidence at the scene to generate any suspects. The witness was able to corroborate the timeline, but has no identifying information about who they saw. BRPD is planning on making a hail mary and trying to subpoena cell phone records, but assuming that's even granted you are looking at 3-6 months minimum for that data to come back. And when it does come back, historically the area the crime occurred will probably have 60-70% prepaid burner phones that won't trace back to an address or individual
People need to realize this isn't TV or Movies. Somebody with a PC can't just download cell phone data, click a few buttons, and get a list of where everybody was on a map at the time of the shooting. This is only getting solved one way, somebody in the community has to come forward. If that never happens, this isn't getting solved
