Not sure how they think the richest part of Baton Rouge can’t fund itself but central and Zachary can.

Zachary has been incorporated since the late 1800's so that point is moot, but I agree with you about Central. How much money does the City of Baton Rouge siphon off of unincorporated areas of the parish is the the big question.

Pretty much.
Solution obviously can’t be “BR needs to reign in its fricking spending” but instead “it’s unfair that people want their own tax money used on them.”
I would say that people should riot in BR but that may do millions of dollars in improvements.

Unincorporated area brings in $50m or so. That all goes into the general fund, half of which goes straight into the budgets of BRPD and BRFD, neither of which service unincorporated EBR.

City parish merger was in 1980 and in part due to the Voting Rights Act making it damn near impossible to continue annexing residential areas because it would change the demographics of the city.
There hasn’t been a huge swath of residential land incorporated since about 1984 (Sherwood between Airline and I-12).
Not so coincidentally, damn near all expansion in BR since 1980 has taken place in areas which aren’t in the city limits.
Almost as if BR were a rancid shithole on a number of levels that discouraged growth.
