How can American society fix this mass shooter phenomenon?

I want to start off by saying I don’t mean what laws and regulations could be put in place because I don’t think that is the solution. This is akin to suicide bombers, you can have all the security and regulations you want, if someone is hell-bent on killing himself and taking people out with them they are hard to stop.
What I want to discuss is how we can change society to where we don’t breed people like this? Now I’m not saying mass shooters and crazy people didn’t exist in the past, but it is clearly more prevalent now than ever. What can we as Americans do to fix our society so that we don’t raise any more of these lunatics?
I mean it’s unthinkable to me that anyone I’ve ever been associated with could even dream of going into an elementary school and randomly shooting innocent children, but it is happening more and more, how can they be stopped?

This appears to be a mass shooting that occurred due to dumb luck of where this piece of shite crashed. There is literally nothing that can be done about this.

It isn't the total solution, but we need to start prosecuting the people who ignore or fail to act on the signs these little psychopaths display.
I am not sure I recall one of these shootings where the perpetrator was a well adjusted and normal kid who had no history of psychopathic shite. There are always warning signs.
We also have to rework our mental health systems in this country. It used to be that people could be institutionalized for being fricking crazy. Not really the case anymore.

Teach kids not to bow down to the class bully. Don't change because others needle you for what you are. Stand on your own two feet and persevere because those little dip shites in grade school/highs school have no bearing on how you choose to live your life and how your life turns out. Eliminate soft targets like schools, churches, and places that are know gun free zones.

Bring back the religious conformity of the 1940s-50s and a sense of belonging that comes with that.

Expand our mental healthcare systems. Open more hospitals for people to get treatment when they're struggling mentally. Make it easier for parents to get treatment for their children. I have several friends who have adopted children that have needed help and it's nearly impossible to get someone placed in a facility for extended treatment beyond 48-72 hours.
