Based on the timing of the announcement and the absolute silence that has followed since then, I think the deal is done. Just waiting till all the games have been played. In my mind if you want to keep it a complete secret with no leaks you either don't do anything at all (nothing to see here), or you've already got it done (nothing left to talk about). The previous option is highly unlikely. I think Woodward wanted O out, saw the opportunity and moved on it. If he's smart, he anticipated HC openings around college football and wanted to have everything pretty much wrapped up before the mad scramble. You don't want to be in the circus, you want to have good seats so you can watch. That, to me, would be the way you execute.
