My sons planning his honeymoon and needs advice.

My son is getting married next October. Don’t worry they planned wedding day on the Saturday we play Army. He wants to go somewhere in the Caribbean. He is looking for All inclusive resort. Not interested in partying and night life. More low key and relaxing. Wants option to do some snorkeling and some fishing as well. Maybe some exploring local culture as well if it’s safe.
Other than that just chilling on beach and in the room.
Growing up I’ve taken him snorkeling and fishing many times in the Florida keys and around Cozumel, so that is what he will be comparing anything to. I’ve never been to any of the Caribbean island so can’t really give him any advice. Budget is $3-4k not including air fare. Thanks in advance for any good advice.
Other than that just chilling on beach and in the room.

Sandals has some nice properties in the Caribbean.
We didn't stay there, but did go to Grenada and loved it. Ate lunch right next door. Looks like an amazing location.

Punta Cana, DR has the best collection of resorts outside of the Yucatán. Check out Coolist’s channel on YouTube. If you wander over to his videos tab (there’s a ton of Vegas videos), you’ll find his run down of several resorts in PC. He even runs down cost in several videos.

Voyager Guru channel on YouTube is put together by a couple who rate all inclusives all over the world. They know what they’re doing and give unbiased feedback on each resort. Check them out.

My wife and I wanted the same from our honeymoon. We went to Galley Bay in Antigua. Great food, pretty much have the beach to yourselves, and very chill. We seemed to be the only Americans there, majority of people there were Brits.

Barbados would be a great choice. Definitely less of a party place than others in the Caribbean. Interesting culture. Great beaches. Safe. Excellent snorkeling.

A resort in the Caribbean or Mexico is the way to go. Everything is there for them, they don’t need to plan much. And honeymoons are about hanging out, having secks, and spending time together. Not really about exploring so a resort is perfect.
Which one, you’ll have to ask others that question.

My son and daughter-in-law stayed at 2 all inclusives (3 nights at each resort) in St. Lucia for their honeymoon last July. Absolutely breathtaking! Ladera and Cap Maison.

Sunset at the palms. Negril Jamaica. Adults only. All inclusive. Seems to check all the boxes you named. I too didn’t care for the nightlife or partying for ours. Negril is a much more laid back side on Jamaica. Couples massage , snorkeling , jungle river tubing , you name it. We had a blast and it would fit the budget you listed.

I've posted this place several times over the years. It is a hidden gem and perfectly fits his "wants".
Small Hope Bay Lodge - Andros, Bahamas

Only about 12 cabins or so. Absolutely top-tier service. Fantastic food. Self-serve bar (they do have bar tenders, but guests are more than welcome to make their own drinks - half the time, guest are serving other guests similar to a party at someone's house).
Fantastic fishing (bone, bottom, and deep sea). Scuba Diving and Snorkeling, and some great hiking trails to visit Blue Holes.
And the most pristine, secluded beaches you will ever find with crystal blue waters. Take the kayaks into the mangroves and see juvenile lemon sharks, bone fish, spotted eagle rays, turtles -- and plenty of other fish.
What makes the place special is the owners run it like it is a 5-star resort from a service perspective. But they purposely keep it small and low-key to make sure you actually relax and get "me time".
Beginning at 6PM every day, Happy Hour kicks off with Conch Fritters and the shutting down of WiFi (comes back on around 9:30ish). Your son and DIL will 100% make friends and be treated like family. And more importantly, they will also be left to their own privacy when they want. Also, although this is a very family friendly resort, children under 9 eat dinner in the play area. The resort provides a nanny during dinner service for all children under 9 (and any child over 9 has the option of dinning with the family or hanging out in the play room -- our youngest always chose the play room). For newlyweds, this is an added bonus of having relaxing dinners without crying babys/kids.
Photos -- these are not my *best* photos... but it might give you a sense of what the place is like. There are a couple of sunrise pics -- our last morning there is always a long walk for my daughter and I to see the sunrise. There's also a bonus link to a short video of one of the shark dives. My wife (no pics) took the video, my kids and I were down at the bottom scuba diving with most of the sharks - this was at the very end of the dive and she was about to get back on the boat so the quality isn't great. She had been snorkeling above us for about 40 minutes.

Don’t plan on the Caribbean in October.

Sandals Royal Carribean is the smaller sister to Sandals Montego Bay and is only club level +.
We stayed there and it was one of our favorites.

Grand cayman is always been a favorite of mine but it is a poorish island like most in the carribean.
If i could i would move to Bermuda tomorrow. Been several times and it is a great place for all the things they are looking to do.
The flights choices do suck though, small island means small airport
