I know you say he wants an all inclusive, but my wife and I went to Tortola BVI, rented a car, and explored. Took a day trip to JVD via ferry. The best part of the trip was driving around and exploring.

We stayed at Hermitage Bay in Antigua for our honeymoon but it was pretty damn expensive, I want to say around $1200/night. It was incredible fwiw.
