The defender’s touch wasn’t deliberate and he had zero chance to control the ball. It doesn’t count to negate the offside. From IFAB Law 11-


*‘Deliberate play’ (excluding deliberate handball) is when a player has control of the ball with the possibility of:
passing the ball to a team-mate;
gaining possession of the ball; or
clearing the ball (e.g. by kicking or heading it)

The defender never had control of the ball.

He’s saying the ball sensor somehow showed the whisker of a touch from the Croatia player but nothing from the much more significant Portuguese touch.

If Portugal was Paraguay I somehow don’t think the whisker touch gets called.

Well it is FIFA we're talking about ... not like they're squeaky clean but I doubt it's rigged now.

The ball registered both touches. As I laid out previously, the defender’s touch doesn’t meet the criteria to negate the offside.

Comes down to the ref’s judgement. The tech is a tool in his arsenal.

He got it right, unfortunately.

If the sensor can pick up that slight of a touch (hair flick) then the ball hitting a freakin bug mid flight could do the same thing.

In other words - If the sensitivity is that high then noise artifact becomes a potential confounder.

If I’m Croatia - I’m doing a deep dive on the sensitivity of that sensor.

the rules guy said that that touch doesn’t reset it cause he wasn’t making a play on the ball when it hit his head.

This “hair swat” and the upper body being over the line being offsides seems to be a few overcorrections with the tech in the game.
