Portugal is by far the most overrated soccer country. Every World Cup we hear how they might win it. But they either get grouped or lose in the Round of 16 every time.

Good match, but can someone explain why the #3 and #5 ranked teams played in the round of 16? This could have been a quarterfinal or even semifinal match.
Is it just the luck of a blind draw, or did they get seeded in some way?

It’s how the bracket fell based on the original group stage draw, followed by the results of said group stage.

They are overrated but they came in 4th in 2006 and actually made the quarters in Qatar even with CR7 mostly being ineffective. They will probably be better in 2030 without the aging albatross up front.
