To promote their nation as some great destination and pretend it isn't an undesirable place to the western world/business. No different than Sochi and China hosting the Olympics recently.
It also gives Americans a glimpse of how much of the world does business. In many cases blatant corruption is just a normal course of business, whereas in the US we are outraged when it occurs.
It will be interesting to watch how the US media covers the event. On the one hand it is a fundamentalist conservative Muslim country who is FAR from on board with a "woke" agenda. But on the other hand, it is a nation of "brown" people. So the media will have to thread the needle between both criticizing and praising Qatar hosting a worldwide event as a result of probably the most blatant corruption in decades.

Qatar is like most countries, just on a smaller scale. It has really nice areas, and really run down areas. I’ve been there. Stayed in Doha, it was great. Could drink at the hotels and in the contractor villages (large apartment areas for internationals). Top 3 party I’ve ever been to was at one of those villages. You can also drink on the US military bases there.

Only in hotel bars. In Abu Dhabi and Dubai. And you must show a foreign passport to prove you aren't local (even though it's usually obvious). There are also some stores that keep beer and wine behind the counter or locked away as if controlled pharmaceuticals in the US, and your passport isn't enough, you have to actually show your visa. When I went to visit my inlaws there in 2011, my FIL was the only one who had the paperwork to make beer runs.

FIFA said non-alcoholic beer will still be sold at the eight stadiums, while champagne, wine, whiskey and other alcohol will be served in the luxury hospitality areas of the arenas.
