Anything is possible, the point is you shouldn't put him on the game, either way. He did not give the pen a look either.
FIFA should have a VAR rule, NO FREEZE FRAME, unless the Ref on the field asks for it. When that VAR guy freezes the frame to start the review, he is trying to get a Red Card. any fair minded VAR would let the ref look in real time speed first.
