Yes, but more often than not the only team that's eliminated would be he worst team of the 3, so most of the teams that would be in the 32 team tournament will still advance to the next round. Now those teams still get their 3rd game, even better now that it's a knockout game. Also some teams that would rarely make the 32 team tournament get to play 2 games and get to be a part of the party.

It was originally supposed to happen in 2022 and they ended up shelving it. I won't be surprised if they end up tabling that idea altogether.

I think there’s no way they ultimately go through with three team groups. Instead they’ll just keep the current one with added groups and 3rd place teams going through to knockout rounds.
Then again I also thought there was no way Qatar would still be the host for 2022 by now.
