I am pretty sure state laws dictate the timeline and parameters that need to be met before the state or city takes a property.
It is usually based off of unpaid taxes and severe neglect which usually follows the international property maintenance code. I'm sure he is going to use his own very aggressive city building inspectors to make these determinations but the owners are not going to sit there and not hire their own independent inspector to counter the governments claims.
This is really just a speech for his clapping seals and his administration will likely get bitch slapped in the courts
