College becomes cheaper as soon as the government gets out of the loan business.
Healthcare gets cheaper when the government butts out and it will get massively cheaper if we go to a cash system, which I have a plan for.

and get rid of Obamacare and other regulations on health insurance and boom, cost would have to adjust to what people could pay (which would be a lot less). But, beware mischief that deflation could bring.

The rising costs of tuition are due to the Democrats getting govt involved in student loans. When student loans were in the private sector the tuition rates were much lower. The colleges saw the huge inflow of cash from govt loans and simply raised their prices to get more of it.

limit borrow amount to repay ability within 10 years for undergrad based on degree average salary.
GPA limits/stand used testing requirements
Cut the cash cow to universities (read as unlimited student loan borrowing ability) and they will have to drop costs.

Because republicans are too busy being reactionary to the left’s bad ideas to have any good ideas of their own. The republican party will continue to be useless until they start having an actual vision of radical change from the status quo rather than merely defending a broken system against attempts to break it further.
The status quo doesn’t work for most people, but the GOP doesn’t have the vision or conviction to push for meaningful change, only to stand against the bad changes the democrats want. Democrats win because even though their ideas are stupid and harmful, they recognize that there’s a problem, connect with people, and propose policy solutions to those problems. Granted, leftish solutions tend to just make problems worse, but they give the appearance that they’re at least trying. By comparison, republicans look like they’re going to bad for the broken status-quo.

College would be a lot cheaper like it used to be if federal student loans weren't given out like credit cards to everyone and their brother. Its a real world example of inflation. When you print money from nothing (student loans), colleges will raise their rates. It really puts a strangle on the free market philosophy when money is being printed and handed to people who shouldn't be getting it.
Reign in lending, the tuition will come down, and the bloated administrations will wither away. Student loans are a scam unless they are limited to higher achieving students that major in careers that are needed, science and healthcare.
