Most big cities are surrounded by very nice suburbs that are not part of the city limits. They're their own 'mini-cities.' They have rich residents, their own mayor, police and schools. And they are mostly white. Those upper class people commute to the city to work in offices and make tons of money.
But the votes for the big city mayor, police, etc are determined by the lower classes, minorities, criminals, druggies that actually live there. So, you get Dem mayors.

Big cities are the seat of government, and most government buildings and jobs are located in the big cities. The Democrat Party is the party of more government and the people that live and work in those areas vote for their own best interests.

People who find it a acceptable to live on top of each other in such a crowded and impersonal way of life are lacking something mentally, not saying they are less intelligent but certainly lacking in some way. Which answers your question. Only folks who lack critical thinking skills and the good sense God gave each of us could ever vote left.
