If you’re looking for something statutory, my guess would be conspiracy to defraud, at a bare minimum.

Conspiracy laws are fertile ground for sketchy prosecutions.
The government has zillions of laws that no one ever heard of. If they really want you, they can find one for you.

Imagine knowingly funding gain of function research, and it getting out. Then imagine peddling a fake untested supposed vaccine. Now consider every single person the vaccine has killed, and ALL vaccines do damage btw.. even the best of vaccines.
Now imagine lying about it over and over at congressional summons and to us all on TV for years and getting paid tons of money but not having to divulge the information of who pays who how much.
