What can be done to prevent the next dem president from rehiring all the fired fed workers

I ventured over to r/fednews, the subreddit where federal workers hang out
Nearly all of the fired federal workers who post there say it is their expectation that the next dem president will rehire the workers, and their intention to go back into the fed workforce when the jobs become available.
I am concerned that if a dem wins in 2028, one of their first acts will be to rehire the 10% of the workforce that was fired. It will artificially inflate job creation numbers, and will give prez an easy early “win”.
Is there anything trump and congress can do to lock-in the workforce reduction
I don’t want to see these frickers parade in the streets celebrating federal hiring spree

A Dem POTUS would love to do that.

The problem with the deficit isn’t the federal employees, it’s the foreign aide, social program fraud and ridiculously high MIC/DOD costs…

It's going to be packed with Peter Strzok, Lisa Page, Comey, Blinken, Victoria Nuland, et al.

The DNC will cease to exist by the time Trump is finished.

Trump will have more fed workers when he leaves then when he started, and you can take that to the bank, Jack.

Laws passed by Congress.
Unfortunately, we are governed via Exectutive Order now. Presidents no longer leave actual legacies, everything can be undone as easily as it was done by way of a signature.

Yep, and whose fault is that?

Nothing and they do it to artificially inflate their job numbers.

The problem with federal employees is that government attracts socialists so most of them are socialists and perform their duties as such.
We see this with entities like the fbi

They could lower the discretionary federal budget for federal labor.
Congress still has the power of the purse.
A couple of acquaintances of mine joined HUD as part of the new administration. The workforce has been reduced to 60% and they're operating fine.
Each cabinet member should have to prepare their own separate budget and Congress should require the federal budget be broken down as they vote on it. Not these Omnibus BS bills.
That's what can be done.
