The state has an interest in making sure all i’s are dotted and all t’s are crossed in a capital murder case when the end result is the state sanctioned killing of a man. Thus, as in any felony case, if a defendant can’t pay for a defense, one is provided, but the lawyer supplied is specialized in capital cases.

The county’s consultant pushed her. Probably didn’t want to be accused of limiting his defense.
All they have is insanity or a plea and he’s not getting a plea unless he can point fingers at others.
He’s getting the needle IMO. It’s Utah, not Oregon.

You do when it’s a death penalty case. Not just shy public defender can handle one and many times a lawyer, who is not a public defender, is called on to do their annual required pro bono work in these situations.
