Yeah I think that idea of a threat has been a “weapon” used by Iran long before this event. Communicate the threat of possible mines in all other sea lanes through the area, besides the one(s) they want to funnel folks through. Then play whatever games they wish, ie boarding and harassing, delaying, and many other tactics centered around funneling ships into their (Iran proper, as well as its proxy “armies.” Mostly the latter I’m guessing.
