It could very well be massive fraud ($440K for six kids, who at the state approves that?) - but one explanation for daycares not being run from the business's legal address is, a lot of small businesses register using their personal address, which is not necessarily their place of business.

You have thousands and thousands of state employees who are giving a wink and a nod and approving this nonsense. Sure in Minnesota the gov, AG and congressmen were innvolved, but there were also 100s of people approving this at the ground level, with no checks on the services. A few whistleblowers complained, just a few out of the 100s who willingly approved it.
And this is just day cares. Add in the plethora of social programs and its truly disgusting.

And you're just talking about actual fraud. There's even more taxpayer money wasted in non-fraudulant ways. That's why the comment about $440K and 6 kids was so alarming, regardless of whether six kids actually show up somewhere for daycare.

That a bunch of immigrants to this country have apparently claimed their homes as "daycare centers" with very limited seating (less than a dozen) and some with more than one "daycare center" being listed at the same address. There are no advertisements around these homes, the ones where people answer the doors, they claim no knowledge of any daycare centers.
