Spengler said that the end would be preceded by a period of 'Caesarism' after which there would be a total collapse. I thought the author might be suggesting the rise of Trump signaled the evolution to this stage, or at least, something comparable to what Caesar himself did.

But it's not like it's prophesy or anything, just one guy's theory from 100 years ago.

I accept Spenglers idea about culture as a supra organism, with a finite lifespan. I think he’s just borrowing a known truth from the Hindus though, they happen to be such an ancient culture that they’ve seen these cycles, and it’s passed into their basic understanding of the world.

Bush wasn’t tricked by anyone. Bush indeed filled his administration and cabinet with members of Kagan’s Project For A New American Century.

Deputy Secretary of State Richard Armitage, Deputy Secretary of Defense Paul Wolfowitz, Secretary of Defense Donald Rumsfeld and VP Dick Cheney were all members of Kagan’s think tank at some time and were signatories to the PNAC’s founding statement of principles. The PNAC’s primary initiative was to provide a blue-print for the preemptive war strategy and regime change tactics that served as the foundational basis of the Bush Doctrine.
