So how do they arrive at this rating? Is it a survey of foreigners' perception of the US? It sounds like someone created this "foundation" for the sole purpose of giving the US a bad "democracy rating".

We do not put people in jail here because someone posted something deemed offensive or controversial like certain countries in Europe. Maybe these people need to worry about their own countries and clean them up before criticizing ours.
It’s funny how they all look at America and its people as an arrogant bunch of cowboys that is this lawless totalitarian place. Until some bad actor starts attacking European countries. Then they want us to run over there and deal with the threat and protect them so they can keep pouring money into socialist government programs instead of spending money on their militaries to defend themselves.
