From what I gather from the article I linked. This is an issue of trans rights for the IOC. Apparently they got into it with the IBA and others over the opening ceremony as well. So, they had all the information they needed and allowed this to happen. This is probably why their response was so carefully crafted and the first line from their response had to do with "womens rights and non descrimination."
I just don't appreciate the incorporation of logical fallacies like associated the IBA with Russian corruption, etc etc... like that had anything to do with this.

If there are XY chromosomes but the infant doesn't have typically male genitalia, it is because at one point in the development when the specific gene activates the development of the male genitalia, something went wrong and it didn't develop properly...but they are then still males who just aren't fully typical, but due to their genital appearance, they are 'assigned' as female at birth. It all should boil down to xx and xy.
