I know of a few that left Lake Charles for Cali when all of this started, specifically for the protection of the state
Selective enforcement, even to try to maximize deportations, will only create metros of illegals and also throw off the balance of state reps even though illegals aren't supposed to be counted

An unintended consequence of this could be to focus the protestors on Minnesota while ICE efficiently hoovers up illegals elsewhere.
