You don't stop enforcing the law in an area just because there is resistance. That's not how law enforcement works. And ICE doesn't need your analysis. They're doing just fine, as pointed out in the OP. They've got thousands of highly coordinated, well funded people in a network trying to thwart them and there's only been 2 minor incidents in at least 3k encounters and both of those involved people failing to comply and resisting lawfully given commands. If you want to maximize the number of ICE detentions/deportations, this is the intelligent strategy.
