I will tell you exactly why. If you are paying to cause chaos for political gain, bad press, cause political trouble, get the pics & clicks leading up to, ...say.. a midterm election, you invest all of your money in one place. One place where you know you will get returns on your investment. You know this because it has worked in the past. The populace is pliable and easily manipulated. You don't pick Dallas or Tampa or really anywhere in the South because that shite won't fly there. If it catches on in other cities, that would be a bonus for them, but really they only need one locale to give the perception to the rest of the world that the country is on fire and the population has coalesced against ICE. You know that the journalists will be on your side, so this is an easy illusion to create. It probably doesn't even cost that much.
