There are two ways to look at “NPC”.
For those who played old school games like Dungeons and Dragons, those are all the characters controlled by the Dungeon Master who have preset conversation statements, no matter the situation or interaction. They can only respond in set ways.
For the more modern people, they are the computer characters in video games who aren’t controlled by people and have only a certain number of phrases they ever say. Again, they cannot say anything they aren’t programmed to say.
Essentially, it is a fantastic insult to use against progressives. It is basically calling them a drone in the funniest way possible.

Twitter says npc accounts are participating in voter suppression by quoting the wrong election date in some of their posts. Since voter suppression is racist, the npc accounts must be racist and were banned for that.
Besides the false premise that all voter suppression is inherently racists, Twitter is implying that only a certain race is stupid enough to fall for it.
