It's like "neighborhood" A neighborhood is not merely composed of humans, it also contains dwellings, roads, electricity, water, greenspace, sidewalks, access to the wider area, cars, bikes, boats, etc...

Once people believe you aren’t willing to follow through, you have no choice but to do it. If your bluff gets called and you back down, you become a paper tiger, your threats lose all credibility, and no future warning will carry any weight. On the flip side, if you actually carry it out, adversaries will take you seriously from then on and will hesitate to test you again.
The real problem with bluffing in this situation is that the people you’re trying to deter don’t value human life the way others do. So, you have to know that you will follow through beforehand, because it’s likely they will call your bluff.
