This is accurate and very sound logic.
The failure, IMO, was that as soon as it became clear that there was strong potential of a gunman setting up to shoot, Trump wasn't immediately shielded and yanked off stage until the threat was ruled out. They knew. They had time. But they just let everything roll right along. This makes no sense, unless you apply Occam's Razor and assume that there was complicity.
Watching the replay over and over again, I am less skeptical of the personal "shield" detail. They were right there to pile on Trump very quickly. Two of them within 1.2 seconds, and then another three in the following second. They were exemplary.

I don't think the "Occam's Razor" solution is complicity from the SS, I think the most obvious answer is incompetence and failure to communicate/set an organized plan for a perimeter OUTSIDE the event.
Arguing that the SS was complicit is a HUGE accusation that doesn't really merit the agents' immediate response to offer up their own lives to shield Trump before they were told the shooter was down.
The most likely culprit is bad communication, a poor plan, and probably even some lackadaisical attitude from the SS in regards to being on their absolute highest guard at all times. You have to consider that Trump has held literally hundreds of rallies without an incident, as much as the SS prepares for all eventualities it's still just the human condition to assume this one will be like the hundreds of others and let your guard down some.
After working hundreds and hundreds of peaceful rallies - and I'm sure dozens of instances of suspicious behavior that turned out to be nothing throughout the years - it takes a moment to realize "oh shite this one is the real deal". As much as we want to believe the SS are these super trained emotionless robots, they are still humans and no amount of training in non-intense situations can prepare you for the intensity of the real thing. Speaking from experience here.
