Trump should stop "spend it or lose it" actions in government agencies

Government agencies lose the portions of their budget they do not spend by September 30--their year end.

It seems this year the amount of spending these agencies are trying to do will be an unprecedented amount.

Trump should intervene and demand they stop.

Carly Fiorina said she would implement "zero based budgeting" if elected president. Trump should do the same.

If trump gave 5 cents for every dollar saved as a bonus split amongst the employees of an agency I bet we’d see a big reduction in budgets

You are exactly right. There is no telling how much such a bonus plan would save taxpayers.

Even better---offer them retirement one month earlier for every million they save us. (Have you ever met a government employee that could not tell you the year they were going to retire?)

It is not only that, in many cases their budgets will or could in the past be reduced for the next year as well...

I agree with you, the practice needs to stop but don't penalize an agency that saves a bunch of money one FY by automatically reducing their budget later...

Budgeting has become a joke in government anyway...

That would be excellent. I've had some experience in the public sector and at the end of the fiscal year, there was always a rush to spend all of the money in the budget so that they didn't have their next year's budget cut. New computers for everyone!

Why? Many times, projects that need to move forward are delayed so that management isn't left facing a deficit at the end of the year. Once they determine what their budget allows, they can move forward as needed, and purchase according to set aside requirements.

If anything, you should rail about set asides. These are basically a license to overcharge the government.

I always get a good laugh at how some of you think the federal government works.

Federal spending is not done to benefit the nation as a whole and never really has been. For the most part, it is done to benefit the special interests that exist in every Congressional district so that incumbents can win re-election.

If Trump even had the authority to demand underspending (he doesn't, by the way) he'd just piss off Congress on both sides of the aisle. Every Congressman understands it is his job to get as much federal money spent in his district as possible. That's what he gets elected to do.

Edit: By the way, zero-based budgeting has been tried in the federal government before. Carter got it started but it was phased out fairly quickly, it became a nightmare.

I was a contractor for NASA and I can attest that the expiring funds procurements are an absolute joke. The program I managed worked with small businesses to award technically feasible R&D projects. These were highly competitive and vetted by numerous technical reviews...that is until the end of the FY, where they would literally fund anything that was submitted.

I agree completely. The policy should not be based on what you can spend, it should be based on what you need. It is a travesty how bloated the government is.
