on what city charges does he plan to arrest him on? a world court has issued his arrest warrant. constitutionally, only the federal executive branch is responsible for global diplomacy.
also the US does not recognize the ICC, so their "warrants" hold no weight in the eyes of the US government
NYC cannot arrest a registered diplomat from any country, even if the catch them in the act of committing murder, their diplomatic immunity requires release and then the executive branch can expel them back home.
if the mayor orders his arrest, he will find himself in a FAFO moment.....
