I can only assume that these injunctions are in response to executive orders, so it is logical to assume that the number of injunctions are a function of the number of executive orders.
The average number of EOs, by year, is as follows:
Trump: 70.4
Biden: 32.4
Obama: 30.7
GWB: 32.3
Clinton: 40.4

Not that there isn't judicial activism against Trump, there is, but if you do more executive action on consequential areas then you will get more suits filed against you.

Biden outright acknowledged his covid vaccine mandate was likely unconstitutional but laughed and said by the time it would be ruled on the pandemic would be over and it wouldn't matter if it were overturned.
I dont recall a single injunction over the vax policy. I do recall businesses having to fight it on their own, though.
