First, this looks like a typical head fake by Trump to get the media and masses all riled up and tuned in, and then he discusses something else.
However, if this is related to voter fraud, the only way it has a chance is if arrests are made before then and Trump defers to someone much more competent to present any evidence he has.

As I have noted before, there is very real evidence of cheating in Fulton County GA in 2020. The reason it has not led to arrests and indictments is that the Democrats have done a masterful job of stalling the investigations.
I doubt Trump announces arrests on Thursday, but I would see it as a positive step if he uses evidence from the Fulton County voter fraud to promote passing the Save Act.

If it's the "foreign interference" angle, why would these sorts of things even be brought up?

I have not followed closely the “foreign interference “ angle, nor the idea that the Dominion software in voting machines can be “hacked” via the internet,….there may be something real there,….I am just not knowledgeable on that.
It is more the actual facts that improper ballots were counted, election rules were not followed, records were not maintained,…etc…

Now when did I say we shouldn't talk about it? All I did was post a reaction gif that represents how I feel about all of the other fraudulent things something SHOULD HAVE BEEN DONE ABOUT but nothing ever did. At least to the extent of public knowledge. There may have been some slaps on the wrists behind closed doors with no true justice being done but how would we know.
The irony of users getting bent out of shape from a post and calling me miserable and blah blah blah is funny to me. Just because my reply on a discussion board wasn't to your liking doesn't automatically characterize me as some of you so choose to do. Some of you still may have faith in the system. I'm happy for you and don't insult you for having said faith. But until the system actually proves it has a backbone, I'll keep my faith in the Man above.

While I'd love some bombshell, undeniable thing to surface, it's highly unlikely. Even if was compelling, it'd be borderline impossible to get the dots connected sufficiently for the average person. It would have to be an extremely simple and extremely well evidenced explanation. Anything less is an absolute gift to the left this cycle.
The tricky part is if a case is really built and it is strong but very convoluted and hard for public consumption. I don't want us swerving justice for politics, but it's probably a near term hit.

To the point of the story though, there's little which could be done if anyone were to produce hard, undeniable evidence that a Senator was elected via fraud, especially so far out.
The DoJ could prosecute those involved, but we've seen the very lackluster approach they've had to anything which could expose conspiracy against Trump (see: Kevin Clinesmith's penalty for lying about Carter Page, for example). Even if they went strongly, the movement of the legal system would likely take it into the next administration and if that's a Democrat or RINO administration... yeah, forget that.
Along with this, the courts are not likely to overturn the results due to the election being so far in the past (Laches Doctrine for unreasonable delay). You can read that as "avoid getting involved at all by hiding behind Laches."
Under Article I, Section 5 of the Constitution, each chamber of Congress is the "Judge of the Elections, Returns and Qualifications of its own Members". This means that a Senator elected through fraud would have to be removed through expulsion, thus by a 2/3 majority vote of the Senate (same for the House). For a Senator this deep into the system, they aren't being expulsed.

Key Judgment 3: We assess that Iran carried out a multi-pronged covert influence campaign intended to undercut
former President Trump’s reelection prospects—though without directly promoting his rivals—undermine public
confidence in the electoral process and US institutions, and sow division and exacerbate societal tensions in the
US. We have high confidence in this assessment. We assess that Supreme Leader Khamenei authorized the campaign
and Iran’s military and intelligence services implemented it using overt and covert messaging and cyber operations.
Key Judgment 4: We assess that China did not deploy interference efforts and considered but did not deploy
influence efforts intended to change the outcome of the US Presidential election. We have high confidence in this
judgment. China sought stability in its relationship with the United States, did not view either election outcome as
being advantageous enough for China to risk getting caught meddling, and assessed its traditional influence tools—
primarily targeted economic measures and lobbying—would be sufficient to meet its goal of shaping US China policy
regardless of the winner. The NIO for Cyber assesses, however, that China did take some steps to try to undermine
former President Trump’s reelection.
Key Judgment 5: We assess that a range of additional foreign actors—including Lebanese Hizballah, Cuba, and
Venezuela—took some steps to attempt to influence the election. In general, we assess that they were smaller in scale
than the influence efforts conducted by other actors this election cycle. Cybercriminals disrupted some election
preparations; we judge their activities probably were driven by financial motivations.
