Gingrich had a 22 -25 seat majority and Clinton was pragmatic. He signed the balanced budget bill sent to him because he knew he wasn't going to get a bill with the spending he wanted. Clinton was never in favor of such an austere budget.
It's called compromise. Pragmatic Presidents like Clinton and Reagan understood he wouldn't get everything he wanted especially with an opposition Congress. Trump faces the same problem. He has an opposition Congrees because there are too many unmovable congressmen and when you have a majority of 3 it becomes near impossible to get anything done.

Massie is basically SFP... A know-it-all contrarian and troll, who just likes to sit back and criticize, act holier than thou or "principled," but doesn't actually do anything. I like some things about him and he is right on some things... but not everything. Politics is always going to require some compromise and deals to be cut to some extent. If you make EVERYTHING a litmus test and take an all-or-nothing line in the sand stance on everything, you're not going to be an effective leader in D.C.. Sometimes you need to look at the big picture, the long game, and choose your battles. Massie and libertarians don't have that mindset. It's just do 100% of what I want and believe, or you get nothing from me and I'll blow everything up to spite you all.
