I find it incredibly naive to think that most of the rioters are illegals. They have the most to lose if they are caught (deportation). I'll wager that the ones who are the doing most of the destruction are US citizens. Anybody disagree?

He slightly backtracked on that description. He said they might be described as insurrectionists or maybe not. He has certain powers against an insurrection that he may not against rioters. Obviously if he decided they are insurrectionists, that will end up in front of a judge with the possibility of the all too familiar TRO. But the judiciary has to be careful here because if one or more die if Trump is ruled to have to back down, that is on the judiciary.
