Hamas and Palestine have overplayed their hand for years.

I think he sees the statement as an essential component of the implementation. Historically that's often how these things go.
There's times when the 'speak softly and carry a big stick' philosophy works fine, but that's typically only when people already know you have a big stick ready to use if necessary. He probably (and rightfully) feels he has to get over that hurdle at this point.
