Don't know how it works when they are here.
The few I've encountered paid cash or had private insurance here. Lots of Canadians come here for healthcare that isn't offered in Canada or the wait time is too long. Make them pay.
In the past Canada would pay for their citizens to come here for care unavailable there. Not sure how it works now. They paid our prices.

So by your logic, Trudeau just punished his people by raising Texas and causing inflation to get back at Trump.
Trump said he was going to fix the border first and then worry about inflation. It will probably get worse before it gets better, but when it gets better not only will immigration to be fixed, but after doge is through our government‘s gonna be much more efficient and our taxes will go way down and maybe our income taxes are eliminated for good.
