If it was just department heads, I'd agree but I was listening to Wilkow Majority today and he had Sen Ron Johnson of Wisconsin on discussing this very thing. He said that because of how huge the government has become, they still have to vote to approve all of the appointments, not just the heads of departments. He said that equated to over 1,200 confirmation hearings. He basically said they've become an HR department because of the amount of time spent on confirmations.

President Obama made 32 recess appointments, all to full-time positions. During his presidency, President William J. Clinton made 139 recess appointments, 95 to full-time positions and 44 to part-time positions. President George W. Bush made 171 recess appointments, 99 to full-time positions and 72 to part-time positions.
