In an ideal world, where the members of that committee wouldn't blabber to the media regardless their feelings of whomever is President, then the Executive Branch would give them a heads up.
But had this been done, the media would have published the plan in time for Maduro to be better prepared, possibly leading to a longer operations and maybe even cause U.S. soldier casualties.

As far as the House Committee, Vindman‘s brother is one of the scumbag Democrats on that committee.
These are some of the biggest f*cking scumbags to ever walk through the Capitol. They are all pure f*cking filth. Not one of them could be trusted.
Every single one of these traitorous dirtbags would’ve independently leaked the attacks and tried to make sure Maduro was notified in advance.

Congress can’t even provide adequate oversight of its current budget, let alone our nations foreign policies. They need to sit this one out and focus on trying to prevent their aids from having gay sex within the Senate chamber.
They weren’t notified about Manuel Noriega or Saddam Hussein either, and the US successfully extradited them, among other precedents.
