The US just found a new Covid variant in wastewater during routine test

This comes after the government began investing in new CV equipment and a vaccine, and weeks after they informed government agencies of coming lockdowns.
How did they know they’d find new variants? Are the government officials physic? They just happened to warn of mandates in mid-September and October and then find a new variant at the end of August?
Does anyone actually fall for this anymore?
